Foster, Charles M., p. 19. Born 10-3-1835, died ? (still in Baker City in 1905). Ad on this page for him as a Civil Engineer and U. S. Deputy Mineral Surveyor. The following information came from a 1898 source: County surveyor for several decades.  Mr. Foster was born in Vermont in 1835, receiving his education in a public academy, later taking a scientific and mathematical course at Barre, Vermont. He came West in 1856, locating in Iowa for two years, following his profession as civil engineer and surveyor, doing railroad work.  Crossing the plains he reached California in 1859, locating in Yuba and Shasta counties, where he followed his profession, mining, at intervals. In February 1861, he came to Portland. Oregon, and was connected with the Indian Department for a year under Superintendent E. R. Geary. In 1862 he located at Auburn, and has been a resident of the county ever since, moving to Baker City in 1871. He was elected clerk at the first election held in the county, and has held a number of offices, such as councilman, and so forth. He is a member of Baker City Lodge No. 25, I. 0. 0. F. and Eleazer Encampment No. 7.
